Oana Bogdan (&bogdan, Bruxelles)

Affordable Good Living in Europe
@ LUCA - Luxembourg Center for Architecture
The world is facing a severe housing affordability crisis, widening the gap in wealth and income inequality. Rents in major cities are skyrocketing, outpacing incomes as property becomes a prime investment. The once vital social mission of modern architecture - to provide a decent standard of living for all - feels like a distant memory. Today, construction often serves investment interests, but the right to quality housing should be a fundamental human right, with architecture as a tool for social justice.

In Brussels, the situation is dire, with up to 40% of households unable to afford housing. The demand for social housing increases every year, yet the supply of affordable housing remains insufficient. Current housing policies are inadequate to meet these urgent needs.

Oana Bogdan will explore viable solutions to this global crisis, drawing on her experience with the Brussels building code reform "Good Living", Romania's Think Tank "Quality Living", the European initiative "HouseEurope !" and several affordable housing projects, public or private, completed or in progress, designed by her practice &bogdan. Join us to discover how visionary clients and innovative architectural commissions, combined with socially committed architectural practices, can pave the way to more equitable and affordable housing for all.

LUCA, with the support of the Ministry of Housing and Spatial Planning, is organising a series of four lectures called 'Aborder le logement' ('Approaching housing') that will show how architects, through their work and commitment, can contribute to producing quality affordable housing, even in restrictive economic and regulatory contexts.

The series will feature leading architectural figures from the three border countries and Luxembourg. The aim is to provide an overview of architectural production in the three countries and to compare it with the local context.

Oana Bogdan

architect, founder of &Bogdan (Bruxelles)

&bogdan, the Brussels-based firm known as BOGDAN & VAN BROECK from 2007 to 2022, is a research-oriented architectural practice with a strong social commitment, actively involved in the public debate on spatial quality and awareness. With their multicultural and multidisciplinary team, they strive to add meaningful value to society.

Their portfolio includes feasibility studies, architectural projects, urban design, consultancy and a wide range of programmes including housing, schools, business parks, offices, public, and cultural buildings. In their projects, they design the spatial conditions for collective living and regenerative development. They see the design of the spatial environment as an act of co-creation involving society, communities, politics, economics and technology, rather than as a solitary act of creativity.

Oana Bogdan is the founder of &bogdan. Collaboration and democratic leadership are central to her vision. Bogdan's problem-solving mentality and cooperative ethos come together to create spatial conditions for collective living and to anchor the work of &bogdan in ongoing public debate. In doing so, she challenges the traditional role of architect, believing that the skills of the profession can be used to navigate the complexity of many areas of life. Embracing this ability to translate to other contexts, she took on the role of Secretary of State for Cultural Heritage in Romania's technocratic government (2016-2017), chair of the 'Good Living' expert committee in charge of reforming the building code of the Brussels region (2021-2022) and jury president of the Rotterdam Architecture Prize 2021, among others. Since 2023, she has been chairwoman of the Committee for Architecture of the Dutch Creative Industries Fund and board member of the Flemish Architecture Institute (VAi).
